In September 2000, the U.S. Department of Housing & Urban Development (HUD) released a final rule on the use of Section 8 rental vouchers as payment for mortgage expenses, and since its inception the Housing Authority has lead the way to assisting its participants in realizing the dream of homeownership. The core principle of our program is to help families achieve self-sufficiency.
The use of Housing Choice vouchers opens the door of homeownership opportunity to Americans who would normally be ineligible through existing mortgage qualifying procedures. Assistance is provided for monthly homeownership expenses, and Private, State and City Funds are available for down payment and closing costs. Homeownership expenses are defined as PITI (principal, interest, taxes and insurance); mortgage insurance; homeowner’s association fees and other fees associated with owning a home.
Who is eligible for our section 8 HomeOwnership program?
- First-time homebuyers who are current recipients of our
- Section 8 tenant-based assistance program
- Section 8 voucher program
- A residents of public housingHeads of households earning a minimum annual income of $14,500; and employed 30 hours or more per week
- For disabled persons, the minimum annual income is $6,540
The Housing Authority of the City of Perth Amboy has specific requirements for participation in the Section 8 Homeownership program.
Enrollment in the Family Self-Sufficiency (FSS) Program (Not all persons may benefit from this option. Therefore, enrollment may be considered on a case by case basis).
A down payment equal to 3% of the purchase price of the house, with at least 1% coming from FSS escrows (some participants may be exempt from this requirement).
Families must be in good standing with the Housing Authority (no lease violations within a six (6) month period).
Heads of household must have acceptable credit hist. (Credit counseling is available for persons with inadequate or adverse credit).
Families must complete homeownership counseling and training classes.
Heads of household must also review and sign the “Statement of Family Obligations Form”.
Prospective applicants must have resided in Perth Amboy for at least one (1) year prior to commencing program.
On-going post purchase counseling is required.
